Back in the 1940s Washington state enacted an extracted fuel use tax exemption, meant to encourage saw mills to power machinery with their own scrap wood.

But today, oil refineries benefit most from this loophole, taking millions in tax breaks for simply using their own oil. Alabama is the only other state that allows this type of tax exemption.
